The future of Abenomics in a post-Shinzo Abe Japan

Asia Power Watch contributor and Istanbul’s Boğaziçi University researcher Semiha Karaoğlu was interviewed on September 3, 2020, by Dr Altay Atli on Ekotürk TV’s “Yükselen Asya” (“Rising Asia“) programme to discuss PM Shinzo Abe’s resignation, Abenomics, and the future of the Japanese economy within the framework of possible post-Abe candidates.

Ms. Karaoğlu and Dr. Atlı discussed post-Abe Japan within the framework of the past and future of the Japanese economy. Handling “Abenomics,” Ms. Karaoğlu claimed that the economic policy was triumphant in overcoming Japan’s chronic economic recession, especially in the first years of Abe administration, yet it failed to achieve the 2% inflation rate targeted by the Bank of Japan. Emphasizing the significance of “Womenomics,” Ms. Karaoğlu affirmed that the future Japanese Prime Minister should focus on female participation in the Japanese workforce. Ms. Karaoğlu stated Japan’s future international relations depend on the next PM, yet maintaining amicable relations with the US, a stronger stance against the PRC, and the amendment of Article 9 of the Japanese Constitution will be on the Japanese political agenda. Finally, she concluded by envisioning even more robust Japan-Turkey relations independent from the next PM, for Turkey is an inevitable geopolitical and historical partner of Japan, allowing the country to access a plethora of energy resources, which is vital for Japan’s energy security and Middle East policy.

Japon ekonomisinin geçmiş ve gelecek analizi çerçevesinde Abe sonrası hükümeti ele alan Karaoğlu, Abenomics’in özellikle Abe yönetiminin ilk senelerinde Japonya’yı kronik ekonomik durgunluktan çıkardığını, fakat yine de Japonya Merkez Bankası ile ortak hedeflenen %2’lik enflasyon oranını 2014 senesi haricinde sabitlemek konusunda istenen başarıyı yakalayamadığını belirtti. Kadınların işgücü piyasasına katılımının ve istihdamının Japonya’nın ekonomik gelişimi bağlamında elzem olduğunun altını çizen Karaoğlu, Japonya’nın dışişlerinde izleyeceği yolun ise büyük ölçüde bir sonraki Japonya başbakanıyla belirleneceğini vurguladı. Ortak gündem maddeleri olarak Japonya-Amerika ilişkilerinin güçleneceğini, Japonya’nın Çin’e karşı farklı ittifaklar gözeterek daha dirayetli bir tutum sergileyeceğini ve Japon Anayasası’nın 9. Maddesinin gözden geçirileceğini öne süren Karaoğlu, Japonya-Türkiye ilişkilerinin önemine dikkat çekerek, Türkiye’nin, Japonya’nın özellikle Ortadoğu ve enerji politikası için olmazsa olmaz bir jeopolitik partner konumunda olduğunu ifade etti. Araştırmacı, son olarak, hangi yönetici gelirse gelsin Japonya-Türkiye ilişkilerine büyük bir ciddiyetle eğilmeye devam edeceğini açıklayarak sözlerini sonlandırdı.

Semiha is a Japanese Government (MEXT) scholar and research student at Waseda University Graduate School of Asia-Pacific Studies (GSAPS) under the Research Seminar on History of US-Japanese Relations, International History.
